After a bioterrorist attack or other disaster in which there are 1,000s if not 10,000s of mass casualties requiring medical care, the standards of medical care may be altered. The U.S. Dept. of Health and Human Services commissioned this report which sets policy on amongst other things, denial of medical treatment.
