Management 321: Weapons of Mass Destruction Tactical Commanders' course (MGT 321)

Management 321, Weapons of Mass Destruction Tactical Commanders' course (MGT 321) is a management and planning level course of the U.S. Department of Homeland Security (DHS). DHS funds WMD training through is Grants and Training Program which has formed the National Domestic Preparedness Consortium

The California Governor's Office of Homeland Security (OHS) acts as DHS grant administrator. Dr. Cliff Cheng and SA Reggie Miles serve as Point of Contacts, the persons responsible for obtaining the grant funded training, organizing the class and recruiting and selecting participants.

The 3-day MGT 321 course is taught by faculty members of Louisiana State University, National Center for Biomedical Research and Training, Academy of Counter-Terrorist Education (LSU)(NCBRT)(ACE).

LSU states the MGT 321 course objectives as:

  • Recognize and WMD event and coordinate effective response.
  • Support WMD related tactical operations with general and incident-related tactical intelligence.
  • Apply the elements of tactical mission planning for successful resolution of the WMD incident.
  • Develop a tactical warning order and conduct a mission brief based on the warning order.
  • Develop an emergency assault plan and conduct tactical mission brief based on the emergency assault plan.
  • Describe post assault actions and considerations involved in supporting and conducting effective WMD tactical operations.
  • Establish and implement a realistic WMD tactical team training matrix.
  • Implement a tactical command structure to effective command and control a tactical WMD event.

What you will learn in this course - Technical aspects of planning a tactical law enforcement response to WMD incident.

There will be both classroom instruction and comprehensive practical exercises. The exercises will practice warning order, emergency assault planning, and practical tactical command exercises.

LSU faculty for MGT 321 typically include current and retired FBI Hostage Rescue Team (HRT) members.

Graduates of the class will receive a certificate. There are 2.4 C.E.U.s available for this 24hr./3-day class. However, the prerequisites class does have C.E.U.s. Please note, if you wish to get a certificate from this class, DHS requires you provide your social security number.

Who Should Come - Certified local and state law enforcement officers assigned as SWAT Commanders, Deputy Commanders and Team Leaders. If space permits, SWAT members, as well a HazMat and bomb squad, Anti-Terrorism officers, TLOs and Command Officers will be accommodated. Fire HazMat, TLO and Command Officers can apply on a space available basis.

The DHS grant which funds this class provides that only a small percentage of the class may be federal employees. However, when the local and state employees, cancel, often most of the federal employees who want to take the course can.

 

Faculty – (Head Instructor) Martin LaBrusciano is the retired Chief of Police of Casselbury Police Dept., FL.  Prior to this he was with the Seminole County Sheriff where he was assigned as SWAT Commander, bomb disposal Commander, amongst other assignments.  He commanded the EOD Unit at the World Cup, 1994 in Orlando, FL.  Chief LaBrusciano was Chair of the Florida statewide Working Group on Terrorism. 

Frank Hancock is a retired LAPD SWAT Commander.  As a Trainer he has taught at LAPD, Rio Hondo Police Academy, CHP, Calif. Dept. of Justice, U.S. Marine Corps Recon Units, National Tactical Officers Assn., U.S. State Dept., Kingdom of Saudi Arabia.

Uniforms and Weapons - LSU states "All participants are required to wear their agency issued uniform to each class session. Office issued weapons, both primary and secondary , are not required for this course. Each officer is responsible for properly securing the weapons during the training course. NO WEAPONS, LIVE AMMUNTION, OR WEAPONS MAGAZINES ARE TO BE ON THE OFFICER OR IN THE TRAINING AREA AT ANY TIME DURING THE COURSE."

There are two ways to take a terrorism awareness course, live or on-line. We occasionally offer a free AWR 160. We usually teach it on one weeknight evening in preparation for one of our courses. If you prefer to take an on-line course, take AWR110 WMD/Terrorism Awareness for Emergency Responders (New). AWR110 used to be called WMD5 "Terrorism Awareness for Emergency First Responders." AWR 110 is a free on-line course which takes about an evening or two to finish. It will introduce learners to WMD terrorism.

2. Click on "Course Catalog". This should bring you to the Course Catalog search page. Here you will find the two display option "Course Catalog" and "Tree View".

  • Using the "Course Catalog" view option:
    • You should see a blue bar that states "Search Courses". Directly under this bar are several search criteria options.
    • Departments: Open this drop down menu by clicking on the down arrow. Click on "AWR Department (AWR)"
    • Course Status: Open this drop down menu by clicking on the down arrow. Click on "Open"
    • Course Type: choose "WBT - Web-Based Training"
    • You may leave the rest blank. Click on the "Search" button near the bottom of the page. You should now find the course listed at the bottom of the page below the "search" button. Choose the "AWR 110 WMD/Terrorism Awareness for Emergency Responders (New)". This will take you to the course.

  • Using the "Tree View" option:
    • Click on "Tree View". This will change the page and you should see a blue bar that states "Tree View". Directly below this bar you will see three folder icons "Departments", "[AWR] AWR Department", and "[WMD] WMD Department". Click on the "[AWR] AWR Department".
    • You should now see three departments listed :

Upon successful completion of this free course, a certificate will be emailed to the participant.

MGT 321

WMD/Tactical Commander’s Course

Free DHS/LSU Certificate, 2.4 CEU

MGT 321 is a WMD course for SWAT Commander’s, their second in-charge, team leaders.  If seating permits SWAT members, HazMat squad and bomb squad members, Command Officers who supervise SWAT, Anti-terrorism officers and TLOs will be accommodated.  WMD environments are unlike other SWAT operating environments in that there are not only (heavily armed terrorist) suspects to arrest, and possibly hostages to rescue, there is haz mat whose release must be prevented.  This class teaches participants how to plan a WMD SWAT take down.  A table top exercise will be done.
