                                                                     Class Seven= Terrorism and Homeland Defense

 

CERT Goal: DO THE GREATEST GOOD FOR THE GREATEST NUMBER

 

TERRORISM: Unlawful use of force or Violence            

                              World Trade Center---1993

                              Oklahoma City Federal Building—1995

                              1996 Olympics

                              World Trade Center –2001

                              Pentagon--2001

 

We have MANY “all American”, home grown terrorists. Not just people of foreign origin

 

Terrorists are looking for soft and special events over hard (secure) targets

 

Terrorists want to create: Mass tragedy, loss of critical resources, upsetting the economy, Mass panic

 

Terrorists plan for YEARS

TERRORISM WORKS

Use B-NICE acronym for Terrorist weapons

 

B—Biological Weapons (Rican, Anthrax, Smallpox) Inhalation, Ingestion and Absorption

 

N—Nuclear devices----  Considered a low risk but inflicts Long term damage

 

 I----Incendiary devices—Used to start fires, easy to make

 

C—Chemical Weapons—Terrorists can turn ordinary and available chemicals into weapons (Nerve Gas,

                                    Blood agents, Riot control agents (Tear gas), chemical explosives

         

E---Explosive Devices----Weapon of choice. Very easy to make from common items

                                       (Fertilizer, household ingredients)

 

B-Nice indicators:       

      Numerous sick or dying animals and birds

      Unusual spraying

      Vapor clouds

      Out of place or unattended packages

      Leaking packages

      Unusual odors or taste (Garlic, Geraniums Sulfur) are indicators of Gas agents

 

IF EXPOSED:

      All clothes off immediately and shower

      Evacuate area (1000-1500 feet away, get upwind)

 

TERRORIST INCIDENTS ARE A Crime Scene and STOP SIGN FOR CERT MEMBERS

   Wait for Haz-Mat team

We can, however, as residents, can prepare by creating a safe room that can be sealed with Plastic         and duct tape
